Penguin Dinner 2 returns to Penny story, beginning with a lost and broke penguin trying to reach her family after an Antarctic trek goes wrong. Penny runs a diner and serves hungry penguins to earn the money needed for the journey home. Its arcade cooking loop is supported by a comic-style adventure, so restaurant work and Penny travels are connected.

The game includes four diners, shop upgrades, themed diner party packs, and uniforms for dressing Penny.
